Routine Traffic Stop Leads to Gun and Marijuana Seizure, Four Arrested

A routine traffic stop on Route 9 in New Castle, Delaware, led to the arrest of four individuals on January 27, 2026, after police discovered a handgun and over 489 grams of marijuana in their vehicle. Detectives from the New Castle County Police conducted proactive patrols around 21:30 when they stopped a blue Tesla Model Y near the intersection of Memorial Drive and Route 13 for a suspected traffic violation.

The driver, identified as Michael Rivera, 21, from Wilmington, was found to be operating the vehicle without a valid driver’s license. During their interaction with Rivera and the other occupants—Anyea Hynson, 23; Kevin Rivera, 18; and Tylere Brown-Hall, 19, all from Wilmington—the detectives observed drug paraphernalia, providing them with sufficient cause to search the vehicle.

Upon searching the Tesla, detectives allegedly recovered a 9mm handgun along with a substantial quantity of marijuana, which was prepackaged and concealed within the car. Additionally, the search revealed further drug paraphernalia. Investigators later determined that Brown-Hall was prohibited from possessing a firearm.

Charges and Arrests

Following the discovery, all four individuals were arrested and taken to the New Castle County Police Headquarters for processing. Hynson faces several felony charges, including possession of a firearm during the commission of a felony and possession with intent to deliver. She was also charged with conspiracy and a misdemeanor drug paraphernalia offense. After failing to post $74,500 cash bail, she was arraigned in Justice of the Peace Court 11 and committed to the Delores J. Baylor Women’s Correctional Institution.

Michael Rivera was similarly charged with multiple felonies, including possession of a firearm during a felony and possession with intent to deliver. He also faces charges related to carrying a concealed deadly weapon, possession of a controlled substance, and conspiracy, along with driving-related offenses. He was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution after failing to post $84,602 cash bail.

Brown-Hall was charged with possession of a deadly weapon by a person prohibited. He was also arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution after failing to post $3,000 cash bail. Kevin Rivera was charged with carrying a concealed deadly weapon and committed to the same institution after failing to post $10,000 cash bail.

All charges described are allegations. Each individual is presumed innocent until proven guilty in a court of law.
