U.S. and Paraguay Sign Historic Military Agreement Amid Rising Threats

UPDATE: In a landmark development, the United States and Paraguay have officially signed a Status of Forces Agreement (SOFA) allowing U.S. military personnel to operate within Paraguay. This significant pact was inked by U.S. Secretary of State Marco Rubio and Paraguayan Foreign Minister Rubén Ramírez Lezcano in Washington on September 25, 2023.

This agreement comes at a critical time, as both nations reaffirm their commitment to combatting transnational crime and drug trafficking. Rubio emphasized that this agreement not only enhances security cooperation but also opens avenues for economic collaboration, stating, “This is about security, but we also want to extend and expand our cooperation on the economic front.”

The SOFA will establish a framework for U.S. military presence in Paraguay for training, humanitarian assistance, disaster response, and other shared security objectives. Rubio described Paraguay as “one of America’s strongest allies” in the region, highlighting the urgency of addressing the threat posed by transnational terrorist organizations.

“We need strong partners in the region that understand that that’s the biggest threat in our hemisphere,”

Rubio stated, stressing the necessity of collaboration against these growing dangers.

The agreement allows for real-time intelligence sharing, expedited transfer of security equipment, and coordinated operations between the two nations. This formalizes an existing partnership and aims to enhance Paraguay’s security capabilities.

Minister Ramírez Lezcano highlighted the historical ties between the U.S. and Paraguay, noting their 160-year diplomatic relationship. He articulated Paraguay’s dedication to the fight against terrorism, asserting, “Fighting against terrorism is allowing our people to have a better life and freedom.”

The Paraguayan Foreign Ministry also reported that discussions included the delivery of radars to bolster national airspace security, showcasing the multifaceted nature of the agreement.

As both countries gear up for this expanded cooperation, the implications for regional stability and security are profound. The agreement is expected to solidify Paraguay’s role as a leader in regional security efforts and enhance its capabilities to address contemporary threats effectively.

Next Steps: Observers will be closely watching how this agreement is implemented and the tangible impacts on both nations’ security landscapes. The collaboration is poised to not only strengthen military ties but also to foster economic growth and stability in the region.
