Queens Criminal Court’s Judge Novillo Tackles Case Backlog Urgently

UPDATE: Queens Criminal Court Supervising Judge Edwin Novillo is spearheading a critical initiative to tackle the court’s overwhelming case backlog, achieving a remarkable 31% reduction in cases over a year old since February. This urgent development comes as court systems across the nation struggle with delays and access to justice.

Just appointed in January 2024, Novillo has already made significant strides in improving trial capacity in Queens. His innovative approach includes opening a second trial part for misdemeanor cases, resulting in a 20% increase in completed trials compared to the previous year. This is a notable achievement in a system that has faced mounting pressures.

Novillo’s journey began when a friend faced legal troubles during their teenage years, leading him to discover the transformative role of public defenders. Inspired by the compassion of a Legal Aid Society attorney, Novillo dedicated his life to ensuring that those without representation receive the justice they deserve. “I want to make sure that I listen to everybody’s input,” he stated, emphasizing his collaborative approach to court administration.

In his previous role, Novillo managed to reduce the backlog of cases over 90 days from thousands to around 570 in just three years. His method of pushing for timely resolutions has proven effective, with many parties now more willing to settle cases, whether through litigation or plea bargains. Novillo stressed that “carrying a case for years prevents clients from getting jobs and has severe collateral consequences,” underscoring the human impact of prolonged legal battles.

Now overseeing the Queens criminal court, Novillo has implemented an expedited arraignment part on Fridays, processing 20 to 30 cases each week, which has led to a 12% decrease in arrest-to-arraignment time. “We don’t want anybody staying incarcerated a second longer than they need to,” he affirmed, highlighting his commitment to justice and efficiency.

As he works tirelessly to reshape the court system, Novillo remains accessible to his staff, often responding to calls and messages at all hours. “I’m working almost 24 hours, but I love what I do,” he shared, reflecting his dedication to his role.

Having immigrated from Ecuador as a child, Novillo’s background fuels his passion for justice. Raised in Jackson Heights, Queens, he understands the challenges many face within the legal system. His personal story resonates deeply as he continues to advocate for the rights of individuals navigating the complexities of criminal law.

The community is already seeing the fruits of Novillo’s labor, with his proactive measures ensuring that justice is not just a concept but a reality for many in Queens. As he continues to streamline operations, the focus remains on making the court system more efficient and compassionate.

As Judge Novillo looks ahead, he remains grounded by his two children, aged 11 and 15, whom he cherishes spending time with amidst his demanding schedule. “Anytime I get to spend with them is how I unwind,” he concluded, a testament to his belief in balancing personal and professional commitments.
