Two councilmembers from Port Neches have announced their candidacies for the mayoral position following the recent passing of Mayor Glenn Johnson. Place 5 Councilmember and Mayor Pro Tem Terry Schwertner, along with Place 4 Councilmember Robert Arnold, are both vying for the unexpired term, which is set to conclude in 2027.
In order to pursue the mayoral position, Arnold has officially resigned from his council role, a position he held until 2027. Schwertner, whose term is scheduled to end in 2026, is permitted to remain in his position until the election, as he is within the timeframe specified by state law. This development comes after the Port Neches City Council convened a special meeting on October 22, 2025, to address the vacancy created by Johnson’s death.
Special Election Scheduled for December
During the special meeting, council members approved the organization of a special election to fill the mayoral vacancy for the remainder of Johnson’s term. A follow-up meeting is set for October 28, during which the council will amend the special election ordinance to include the Place 4 unexpired term on the ballot.
The filing period for candidates wishing to run for the mayoral seat begins on October 23 and concludes on November 3. Those interested in the Place 4 seat can file from October 29 to November 3. Applications for both positions will be available at the city hall located at 1005 Merriman St., Port Neches.
The special election to fill these positions is scheduled for December 13, 2025. This election will not only determine the next mayor but also fill the vacancy left by Arnold’s resignation from the council. The outcome will significantly shape the future of Port Neches leadership as the community navigates this transition.
