Downtown Clearwater is poised to experience significant transformation with a series of construction projects aimed at revitalizing the area. The initiatives include a new hotel, a high-rise apartment building, a public parking garage, and extensive improvements to Osceola Avenue. These developments are set to enhance the downtown experience, providing essential amenities and increasing accessibility in the region.
A 10-story hotel featuring retail space and a parking garage will rise on the eastern edge of Coachman Park, adjacent to the Clearwater Main Library. This addition reflects the city’s commitment to accommodating the growing number of visitors following the recent $84 million redevelopment of Coachman Park, which reopened in 2023 and has since attracted over 336,500 attendees to various events.
The former city hall site will be transformed into a 28-story high-rise apartment building, part of a larger initiative to increase housing options in downtown Clearwater. Another parking garage, designed to hold nearly 400 vehicles, will emerge across Osceola Avenue, which will also receive a comprehensive redesign.
Upcoming Developments and Their Impact
With construction already underway on the new Clearwater City Hall at 200 S. Myrtle Avenue, the civic redevelopment project is valued at $31.6 million. This new two-story, 40,000-square-foot facility aims to modernize city operations, with phased occupancy expected between August and September of 2026.
In August, the Pinellas Suncoast Transit Authority (PSTA) initiated work on the new Clearwater Station, a multimodal transit hub designed to replace the outdated Park Street Terminal. Located centrally in downtown, the station is set to improve accessibility and rider experience, with completion anticipated by early 2027. Features will include electric vehicle chargers and bike racks.
The construction of the Harborview Hotel will soon commence on the former Harborview site, featuring 158 rooms and retail space. The hotel is expected to include a rooftop bar, providing new dining and entertainment options. Construction is projected to last 21 months.

Later this fall, work will start on the Osceola Avenue Parking Garage, which will offer 397 spaces and also include electric vehicle charging stations. This facility is scheduled for completion in December 2026.
In January 2026, construction will begin on the Bluff Apartment Development, a project that promises to deliver 400 rental apartments alongside 10,000 square feet of retail space and an underground parking garage. This development will enhance access to Clearwater’s waterfront, with completion expected by April 2028.
Finally, significant improvements to Osceola Avenue, spanning from Court to Drew streets, will commence in early 2026. This project includes upgrades to underground utilities, new sidewalks, improved drainage, updated lighting, and landscaped crosswalks. The stormwater system will also be replaced, with the overall completion projected for early 2027.
