Zelenskyy Confirms Ukraine Negotiating for 1,200 POWs from Russia

UPDATE: Ukraine is actively pursuing a prisoner exchange with Russia that could see the return of 1,200 Ukrainian prisoners, President Volodymyr Zelenskyy announced on December 17, 2023. This development follows reports of significant progress in negotiations led by Ukraine’s national security chief, Rustem Umerov, who confirmed consultations mediated by Turkey and the United Arab Emirates.

“We are counting on the resumption of POW exchanges,” Zelenskyy wrote on X. He highlighted ongoing meetings and negotiations aimed at finalizing the terms of the exchanges. Umerov stated that a framework established in Istanbul in 2022 is set to be activated, which outlines the procedures for large-scale prisoner swaps.

While Moscow has yet to provide comments on these claims, Umerov expressed optimism, stating that technical consultations will occur soon to iron out procedural details. He emphasized the hope that returning prisoners could be home to celebrate the upcoming New Year and Christmas holidays with their families.

In addition to these developments, Ukraine is facing ongoing challenges on the energy front. Ukrainian authorities reported that Russian drone strikes overnight into Sunday damaged vital infrastructure in the Odesa region, including a solar power plant. This attack is part of Russia’s relentless aerial campaign that has led to widespread blackouts as winter approaches.

The Ukrainian air force confirmed that 176 drones were launched by Russia during the night, with Ukrainian forces successfully neutralizing 139 drones. Meanwhile, Russia’s defense ministry claimed to have shot down 57 Ukrainian drones in the same timeframe.

This urgent situation highlights Ukraine’s dual struggle: negotiating for the safe return of its citizens while also defending against aggressive military actions. As winter looms, the stakes are high for Ukraine, both for its military and for the families of those affected by the ongoing conflict.
