William Leo Keegan, Beloved Community Figure, Passes Away at 76

URGENT UPDATE: The Lowell community mourns the loss of William Leo Keegan, who passed away peacefully on October 22, 2025, at the age of 76. Keegan, a beloved husband to both the late Patricia O’Connor and current wife Mary Elizabeth Townsend, died after a brief illness, leaving behind a legacy of kindness and community service.

Born on April 4, 1949, in Lowell, Keegan was the eldest son of the late William L. Keegan and Ruth Lane. A proud graduate of St. Peter’s School and Lowell High School, class of 1967, Bill made significant contributions to the city through his work in the City Engineer’s Department before his retirement.

Known for his passion for golf, Keegan was a longtime member of Long Meadow Golf Club and previously represented the club in the 1977 Cities Golf Tournament. He cherished many rounds of golf with friends, including Evan Bubanas and Ted O’Brien, and enjoyed a variety of hobbies, including reading mysteries and watching classic films.

Keegan is survived by his wife, Mary Elizabeth, and family members including his brother John Keegan, sister-in-law JoAnn Tully, and several nieces and nephews. He was predeceased by his sister Constance A. Parke and brother Robert P. Keegan.

A visitation will take place on Friday, October 31, 2025, at the Immaculate Conception Church, located at 144 East Merrimack St., Lowell, MA 01852, starting at 10 AM. This will be followed by a Mass at noon. Burial will occur at St. Mary Cemetery in North Tewksbury, MA.

In lieu of flowers, contributions can be made in Keegan’s memory to the Long Meadow Scholarship Fund or the Immaculate Conception Building Fund. These gestures honor a man who dedicated his life to both his family and community.

As the community reflects on Keegan’s remarkable life, those who knew him will remember his warmth, generosity, and love for life. His impact will be felt for years to come, as friends and family unite to celebrate his legacy.
