Chilmark, MA — The stalled Peaked Hill Pastures affordable housing project surged forward this week as newly elected Select Board member Rebecca Haag prioritized progress during her first official meeting.

Haag, elected just last month, successfully requested an update on the long-delayed initiative, pushing the town to confront hurdles that had left the roughly $12 million project stagnant for nearly a year. To date, Chilmark’s Select Board has not formally accepted their bid, creating uncertainty that contributed heavily to the yearlong pause.

Town Administrator Timothy R. Carroll detailed vital funding secured for the project, including a $900,000 state infrastructure grant extended through June 2027 and an additional $72,000 seasonal state allocation for electrical engineering design expiring in June this year. However, without a formal project design and a dedicated owner’s project manager (OPM), spending these funds on schedule remains a serious challenge.

“It was a very short turnaround,” Carroll noted regarding the $72,000 grant. “They ordered it for us with no time to spend it, so it’s kind of tight.”

Under Massachusetts law, an OPM is mandatory for public projects exceeding $1.5 million, and local leaders agreed this hire is critical to move Peaked Hill Pastures out of limbo.

Steve Lewenberg, a member of Chilmark’s Climate & Energy Committee, emphasized, “None of us working on this project, staff or committee members, has sole responsibility. This is a very important hire because we need a paid individual to coordinate this project.”

Urgent Push to Hire Project Manager As Deadlines Loom

The Select Board and town officials are now aiming to identify and appoint an OPM within the next month. This appointment will entrust a single individual or firm with full leadership of daily operations, clearing the path for design finalization and swift use of state funding.

The project also recently won a zoning change approved by voters, increasing allowable rentals onsite from nine to ten units — a critical adjustment that had previously contributed to delays.
