New York Converts JFK Hilton into 318 Affordable Homes

The transformation of the former JFK Hilton hotel into Baisley Pond Park Residences marks a significant milestone in New York’s efforts to address the affordable housing crisis. Located in South Jamaica, Queens, the newly completed development features 318 units designed to provide cost-effective housing options for residents. This initiative is part of a broader strategy by the state to create or preserve over 2,600 homes in the borough as part of New York’s ambitious $25 billion five-year Housing Plan.

Governor Kathy Hochul championed this project, emphasizing its importance in tackling the ongoing housing challenges faced by many New Yorkers. In an official statement, she remarked, “Baisley Pond Park Residences shows what’s possible when New York moves with creativity and purpose to meet the housing crisis head-on.” The project includes significant provisions for low-income and formerly homeless individuals, with 191 supportive apartments specifically allocated for those in need.

Innovative Approach to Housing

The conversion of the JFK Hilton aligns with New York’s Housing Our Neighbors with Dignity Act (HONDA), which supports households earning up to 60 percent of the Area Median Income. This initiative not only aims to supply affordable housing but also emphasizes sustainability through the integration of eco-friendly features. These include all-electric systems, energy-efficient appliances, and rooftop solar panels, all contributing to a notable reduction in the building’s carbon footprint.

Community and private sector stakeholders played vital roles in bringing this development to fruition. Queens Borough President Donovan Richards Jr. praised the innovative approach taken to repurpose the hotel. He stated, “Converting the former JFK Hilton into 318 high-quality, affordable homes for some of our most vulnerable New Yorkers is a perfect example of the ingenuity we need in this moment.”

The project was a collaboration between Slate Property Group and RiseBoro Community Partnership, with financial backing from a variety of city and state sources. Notably, it received a $47.7 million investment through the Hotel and Commercial Conversion Program, as noted by the Governor’s Office.

Community Amenities and Future Plans

Residents of Baisley Pond Park Residences will benefit from several amenities designed to enhance their living experience. Features include an indoor garden, computer lounges, and a new mural titled “Queens Rising,” created by artist Danielle Mastrion. Mastrion expressed her enthusiasm for the project, stating, “Creating Queens Rising has been one of the most meaningful projects of my career,” highlighting the significance of art in fostering community connections.

Looking ahead, Governor Hochul remains committed to advancing a robust housing agenda. This includes an investment of over $1.5 billion in new state funding aimed at housing initiatives and policies that benefit tenants and homeowners alike. Notably, her administration has designated more than 380 Pro-Housing certified communities, including New York City, which will gain exclusive access to additional state funding to further promote affordable housing across the state.

The completion of Baisley Pond Park Residences not only represents a critical step toward addressing housing shortages but also exemplifies the potential for innovative solutions in urban development.
